About the Comprehensive Loss Underwriting Exchange Report (CLUE)

CLUE is a national insurance industry database with more than 40-million personal property claims. A CLUE report examines all claims reported on a property over a 5-year period. It will include water damage, fire, and mold and will show the date, type of loss, and amounts paid. CLUE reports may only be obtained by the current property owner and are free on time per year.

Under ND law, an insurer may not consider the following for purposes of surcharging, declining, non-renewing or canceling coverage:

  • an insured’s inquiry about coverage to an existing policy
  • an inquiry regarding coverage for a loss if no claim is filed
  • any claim if the insurer makes no payment
  • a first party claim for wind or hail if the insured had no previous wind/hail claim in the last 5 years
  • prior owner’s loss history may not be the sole basis for underwriting.
  • An insurance company must notify new applicants if a CLUE report is used for underwriting purposes.
